Authorities have made an arrest in the fatal shooting of a Waterloo man nearly nine months after the crime occurred.

On Wednesday, Waterloo police charged 28-year-old Stephen Phillips with first-degree murder in connection with the case. Phillips is accused of killing 31-year-old Terrell Flowers on May 15, 2020 in the 300 block of Crescent Place.

According to details released by police after the shooting, Flowers arrived at a Waterloo hospital in a private vehicle seeking treatment for gunshot wounds. Flowers died at the hospital a short time after he arrived.

Phillips has been in custody since being arrested May 15 on unrelated robbery and probation violation charges. Police said he was charged with murder Wednesday while in custody at the Black Hawk County Jail.
