Waterloo Inmate To Serve More Federal Prison Time After Escape
A Waterloo man who escaped from federal custody has been ordered to serve another six-month prison term.
Franklin Foster, 27, received his sentence Thursday morning for fleeing a Waterloo residential reentry center near the end of his prison time. Court records show that Foster pleaded guilty to escaping from custody in October in connection with the incident.
Authorities said Foster left the reentry center on June 8, 2019, after being told he was going to be punished for violating the rules. U.S. Marshals arrested Foster eight days later.
Foster has a long history of criminal activity, including numerous convictions for theft and a conviction for attempted burglary.
According to court records, Foster was sentenced to federal imprisonment on Sept. 2, 2014, after he pleaded guilty to being a felon in possession of a firearm. In that case, police attempted to stop Foster while he was driving a stolen car. Foster sped away and led officers on a high-speed chase through multiple counties. He eventually stopped, and later surrendered after an hour-long standoff with officers. Authorities found three guns in Foster's possession after he gave himself up.
Foster was sentenced to 71 months in federal prison following the incident. Now, he must serve an additional six-months because there is no parole in the federal system.
