An investigation determined that some of the garbage had previously been disposed of illegally, at the city yard waste site on the southwest side of Oelwein, over the weekend.

More of the disposed items were found at another recycling bin in the south city parking lot.

The abandoned property cannot be left for recycling at either location, and may not be left on the ground next to the bins. Some of the items that may not be recycled, had been deposited inside of the recycling bins. And some of those items were incorrectly placed in bins that were marked for recyclable materials, such as plastic, paper, cardboard and more, that would be suitable for recycling. All of the bins are clearly marked.

Following this investigation, 21 year old Makayla Cox of Oelwein was charged with 2 more counts of illegal dumping.

Cox had been contracted to clean out a rental property, and get rid of the items that were left behind by the previous tenant.

She was ordered to appear in court at a later date.
